Queensland Railways (QR) commenced a Main Line Upgrade Program for the North Coast Line from Brisbane to Cairns in 1992. This included re-alignment of some of the worst sections of track and track upgrades to accommodate a 20-ton axle load, as well as lifting the permissible speed limit for freight trains from 80km/h to 100km/h.

This upgrade created the opportunity for the supply of 40 new locomotives. The new locomotives were to be known as the 2800 Class featuring a Co-Co axle wheel arrangement and a weight of 116 tons. While the initial contract order was for 40 new locomotives, this was later to increase to 50.

The 2800 Class assisted QR network, to haul passenger and freight services on the North Coast line between Rockhampton and Cairns, together with on the Great Northern line between Townsville and Mount Isa.

They now operate trains as far south as Brisbane. The 2800 Class are the only double ended diesel electric locomotives to have been built for Queensland Rail.

All 50 of 2800 Class locomotives were transferred to Aurizon ownership in 2010.

Rail Operations in other States
In February 2006, one locomotive was fitted with standard gauge bogies for use by QR National in New South Wales and Victoria, but the NSW Environment Protection Authority refused permission for it to be used in that state due to excessive noise emissions.
In August 2009, it was converted back to narrow gauge for use in Western Australia. Reclassed as PA 2819 by ARG.
In 2013, three were reclassified as the 3200 class for use in NSW, following the installation of standard gauge bogies and a modified exhaust system that reduced low frequency noise emissions. These three 3200 Class locos were retained for coal support work and also used in NSW grain traffic up to the end of 2017. In October 2024, 3221 went on short-term lease to Progress Rail for Manildra haulage. In 2025 all three 3200 Class continue to operate for Aurizon.
